Definition
Baseline Scenario is the expected development of a number of related uncertain factors.
Examples
- in the context of Stress Testing is a Stress Scenario that is designed to emulate the expected unfolding of events. It forms the basis against which unexpected events and their impact can be assessed on a relative basis. A reference case that represents the events or conditions most likely to occur in the absence of the policy or action (or package of policies or actions) being assessed.
- In the GHG Protocol context it is a hypothetical description of what would have most likely occurred in the absence of any considerations about climate change mitigation.
