Definition

An EECS Certificate is an Energy Attribute Certificate compliant with the requirements of the European Energy Certificate System (EECS).

It is a unique electronic certificate specifying and representing the quality and method of production of a specific quantity of energy output, which is maintained on a EECS Registration Database and Issued in accordance with the provisions of the EECS Rules.

Certificate Schema

This section describes the information to be held at a certificate according to the EECS standard (Release 8).

Administrative

  • the EECS Domain (Jurisdiction)
  • EECS Competent Authority, the body appointed by government to administer this type of certificate in this domain, or to administer disclosure, as appropriate as specified in[1]
  • the EECS Scheme Member as specified in[2]
  • the EECS Product Category under which it has been Issued as specified in[3] either
  • the EECS Energy Source identifying the carrier by which energy is conveyed, where this may be:
    • electricity; or
    • fuel, whether gaseous, liquid, or solid and if gaseous, the specific Energy Carrier [4]
    • thermal energy, being heating or cooling, whether this is conveyed by a heat or cold transfer fluid, being in gaseous or liquid state, or by heat transfer by conduction or radiation
  • the unique EECS Certficate Number assigned to it by the Originating EECS Member[5]
  • the Country of Issue
  • the identity of the Originating Member
  • the Date of Issue

Production Device

  • the identity of the Originating EECS Production Device, where this shall include:
    • the unique number which has been assigned to the Production Device [6]
    • optionally, the name of the Production Device as specified in the application for registration of that Production Device, provided that the Registrant of the Production Device has agreed to this information being recorded on EECS Certificates which are Issued for this Production Device
  • the date on which the Originating Production Device became operational (as determined in accordance with relevant national legislation), as verified by the Production Auditor during the registration process for that Production Device
  • the location of the Originating Production Device, being its:
    • latitude and longitude[7] and/or
    • country, city, and postal code
  • the Capacity of the Originating Production Device[8]
  • the type of the Originating Production Device, by reference to the types of installation set out in[9]

Certificate Classification

  • the energy source from which the Output was produced (by reference to the types of energy sources set out in[10]
  • the Product Type of the EECS Certificate, by reference to whether the Certificate is a Guarantee of Origin, and/or a Support Certificate, and/or a Target Certificate or an NGC
    • where the Certificate is a Guarantee of Origin, whether it is a Guarantee of Origin in relation to the energy source for the Output to which it relates and/or the technology type used in producing such Output
    • where the Certificate is a Support Certificate, the type of Support Certificate which it is
    • where the Certificate is a Target Certificate, the type of Target it relates to and a reference to the relevant Target Accounting Scheme
    • where the Certificate is a Support Certificate and/or a Guarantee of Origin, the Competent Authority (or Competent Authorities where appropriate)
  • the Purpose for which the EECS Certificate has been Issued, being:
    • Disclosure; and/or
    • Support; and/or
    • Target

Energy and Impact Specifics

  • the first day on which the Output to which it relates was produced
  • the last day on which the Output to which it relates was produced
  • starting time when the Output to which the EECS Certificate relates was produced
  • the end time when the Output to which the EECS Certificate relates was produced
  • its Face Value [11] establishing the EECS Scheme in respect of the relevant Output
  • a quantification of the carbon footprint, in kg/MWh, of the Output covered by the EECS Certificate, and a reference to the methodology used for this quantification[12]

Additional Information

  • an indication, as appropriate, as to whether:
    • the relevant EECS Registration Database records that no Public Support has been, is being or will be given in respect of the Originating Production Device
    • the relevant EECS Registration Database records that Public Support has been given in relation to an investment in the Originating Production Device or its owner
    • the relevant EECS Registration Database records that Public Support is being or will be given with respect to the Output of that Originating Production Device
    • the relevant EECS Registration Database records that both:
      • Public Support has been given to an investor in the Originating Production Device in relation to its investment therein or in the body which owns that Production Device
      • Public Support is being, or will be, given in respect of the Output of that Originating Production Device or
    • the relevant EECS Registration Database does not record whether or not Public Support has been, or is being, given in respect of the Originating Production Device
  • such other information[13] establishing the EECS Scheme in relation to the relevant Output as being required to be provided in respect of the energy source and type of originating Production Device to which the Certificate relates
  • where the Certificate has been Issued in respect of a Production Device which is accredited to a Label Scheme and the Scheme member is supporting that Label Scheme, the identifier of the relevant Label.
  • the dissemination level of the Output for which the Certificate has been Issued [14]
  • An indication whether or not the Certificate was Issued following EECS Conversion Issuance
  • An indication whether or not the Certificate was Issued following release from a Storage System[15]
  • where applicable, in addition to the capacity mentioned in C3.5.4 as the main capacity of the Production Device, the capacity and type of a relevant production element of the Production Device and the date when this production element became operational
