Unintended Consequence

Definition

An Unintended Consequence (also Unintended Effect) is any effect following a policy action that is unintentional based on the original objectives of the policy or action.[1]

Unintended effects may include a variety of effects, such as

  • rebound effects
  • lack of compliance or enforcement
  • effects on behavior once a policy is announced but before it is implemented, and
  • effects on members of society not targeted by the policy or action.
