GHG Program

Definition

A GHG Program is a generic term for:

  • any voluntary or mandatory, government or non-government initiative, system, or program that registers, certifies, or regulates GHG Emissions; or
  • any authorities responsible for developing or administering such initiatives, systems, or programs.

Policy Choices

A GHG Program must specifically make decisions around a number of policies that underpin GHG Project Accounting[1]

  • Additionality
  • Selection of Baseline Procedures
  • Secondary Effects Accounting
  • Valid Time Length for Baseline Scenarios
  • Static Versus Dynamic Baseline Emission Estimates
