Through its Working Group on Cross-border Banking, the Basel Committee has been taking note of how banks are structuring and managing their global operations and has identified a number of structures which pose particular problems for effective banking supervision. This paper sets out the Committee's conclusions as regards the supervisory treatment of shell banks and booking offices.
