EBA NPL Template
Background
Following calls from the EU Commission and the EU Council to develop data templates to reduce information asymmetries between potential buyers and sellers of Non-Performing Loans (NPL), the European Banking Authority (EBA) has developed such standardised data templates. The EBA has providing these templates to allow banks to supply comparable and standardised data on NPLs to investors and other stakeholders.
The templates are not a supervisory reporting requirement. They are designed in a way that they can act as a market standard, used by banks on a voluntary basis for NPL transactions, and to form the foundation for NPL secondary markets initiatives. The EBA NPL transaction templates provide data loan by loan, i.e. at the most granular level. They are built on existing reporting, which should reduce implementation costs. Within the templates users should be able to identify the data needed by investors to fairly price an NPL portfolio.
Under the NPL Directive the EBA is tasked to develop draft implementing technical standards to specify the templates to be used by credit institutions in order to provide detailed information on their credit exposures in the banking book to credit purchasers for the analysis, financial due diligence and valuation of a creditor’s rights under a non-performing credit agreement, or of the non-performing credit agreement itself.
These data templates shall be used for transactions relating to credits issued on or after 1 July 2018 that become non-performing after 28 December 2021. For credits that originate between 1 July 2018 and the date of entry into force of the implementing technical standards referred to in paragraph 1, credit institutions shall complete the data template with the information already available to them.[1]
